preheat oven to 350 degrees. lightly grease a 9x13 pan and set aside.
In a mixing bowl, cream together the butter and sugar until light and fluffy (2-3 minutes). Add in the eggs and vanilla, stirring just until incorporated. Add in the flour, cream of tartar, baking soda and salt, stirring until combined. Fold in the peaches.
Press the dough evenly into the pan.
In a small bowl mix together the sugar and cinnamon. Sprinkle evenly over the mixture.
Bake at 350 degrees for 23-28 minutes. Remove from oven and allow to cool completely before cutting into squares.
