Line a cookie sheet with wax paper or aluminum foil and set it aside.
In a saucepan, combine the sugar, milk, and butter. Bring to a boil over medium heat, stirring constantly. Once it reaches a boil, let it cook for one minute, then remove from heat.
Stir in the chocolate chips until they melt completely. Next, add the peanut butter and oats, mixing until smooth.
Use an ice cream scoop to drop spoonfuls of the mixture onto the prepared wax paper or aluminum foil. Shape and flatten the cookies if desired.
